Note: This feature requires the Tier II Regulatory Reporting module licensed at your site.
Also Note: When the Tier II module is licensed at any site in the corporation, any site with the Chemical Inventory module automatically has its chemical database (see Viewing and Working with Chemicals) augmented with many new chemicals representing substances referenced in Tier II regulatory reporting. This provides not only a database of reportable substances, but also a method to control the substance names appearing on the "Federal Tier II by Chemical" report (for details, see Tier II Reports > Federal Tier II by Chemical).
For sites operating in the United States, regulatory reporting modules facilitate yearly reporting to the US Environmental Protection Agency (EPA). One of these, the Tier II Regulatory Reporting module, adds tools to Comply Plus that organize and ease the process of identifying chemical substances in need of Tier II reporting and compiling the information needed to complete and submit these reports.
The Tier II Regulatory Reporting module identifies each substance in a local site's inventory that both:
● Is cited by the EPA's SARA (Superfund Amendments and Reauthorization Act) Section 302 EHS (Extremely Hazardous Substances) list; and
● Has been on site in quantities exceeding the official thresholds, and thus requires the submission of Tier II reports.
The module uses recorded transactions to calculate how much of each regulated product has been on site in the past year. These quantities are derived from both recorded detail transactions (receipts, usages, disposals, and so on) and Tier II summary transactions, specifically:
● Maximum transactions, each indicating the greatest on-hand quantity reached by a product during a period of time.
● Average transactions, each indicating the average on-hand quantity of a product during a period of time.
The Maximum quantities of the products’ ingredients are totalled, and a cited ingredient's quantity requires Tier II reporting if its total breaches the threshold listed for it by the SARA Section 302 EHS list. If the module finds no thresholds have been breached, this confirms no Tier II reporting is required of your facility for this reporting year.

● Assigning Storage Conditions to a Product: Select appropriate storage conditions (pressures, temperatures, and types) for products requiring Tier II reporting. This helps to complete the information required by the reporting agency.
